DocuPet began over a decade ago as a licensing provider focused on helping municipalities and shelters streamline pet licensing and compliance. DocuPet began with a simple but urgent mission. In 2012, our team saw that while up to 60 percent of local animal welfare funding came from license sales, only 13 percent of pet owners comply with mandatory licensing laws. We started with five employees in Kingston, Ontario, determined to solve this gap. Our first partner was Guelph, Ontario, and from there we learned, refined, and scaled, building a licensing solution that worked for pets, guardians, and communities alike.
Those early years taught us to build technology around real-world needs. Digital registration tools, improved data systems, and reunification services like HomeSafe® all came from listening closely and responding to challenges that organizations and pet owners face every day. This mindset pushed DocuPet from a licensing solution to a trusted service across hundreds of communities.

By connecting shelters across jurisdictions and giving shelter teams secure access to registration data (if permitted by the pet owner), the NASN created a new level of cross-community support.
